PAVE Phase 2 Registration 2026 and Who Can Apply
PAVE Phase 2 is advancing Pakistan’s efforts to make electric mobility more affordable through government-supported electric vehicle subsidies and financing. Under the Pakistan Accelerated Vehicle Electrification (PAVE) programme, the government is preparing the next stage of electric two-wheeler adoption as part of its New Energy Vehicle (NEV) Policy 2025–30.
The Engineering Development Board (EDB), operating under the Ministry of Industries and Production, has initiated manufacturer prequalification for the programme’s second phase. However, applicants should distinguish between manufacturer registration and the opening of public applications for subsidised vehicles.
What Is the Latest Update on PAVE Phase 2 Registration 2026?
In September 2026, EDB issued a prequalification notice inviting locally registered electric two-wheeler manufacturers and assemblers to participate in PAVE Phase 2 and subsequent phases.
The notice, published on September 9, established September 24, 2026, as the manufacturer submission deadline. It focused on verifying manufacturers’ eligibility, product standards, financial capabilities and after-sales arrangements.
This represents an important step towards implementing the next phase, although it does not independently confirm that a new public registration window is open.
Pakistan’s earlier PAVE rollout demonstrated significant public interest. According to the Ministry of Industries and Production, the October 2025 e-balloting received 269,161 applications, with allocations announced for 40,000 electric two-wheelers and 1,000 electric three-wheelers.
Who Can Apply for PAVE Phase 2 in Pakistan?
Based on the existing PAVE financing framework, eligible individual applicants generally include Pakistani citizens holding a valid CNIC who meet the relevant age and financing requirements.
Key eligibility conditions include:
- Electric bikes: Applicants aged 18–65 years.
- Electric rickshaws and loaders: Applicants aged 21–65 years under the financing framework.
- Identification: A valid Pakistani CNIC.
- Driving requirements: Applicable driving-licence undertakings and documentation.
- Financing: Compliance with participating financial institutions’ verification requirements.
The exact categories, quotas and eligibility conditions for new public applications should be confirmed through official PAVE Phase 2 announcements.
What Subsidies and Financing Are Available?
Under the State Bank of Pakistan’s published cost-sharing financing scheme, eligible electric two-wheelers can receive a government capital subsidy of up to PKR 50,000, while three-wheelers can receive up to PKR 200,000.
The framework also provides 0% end-user financing, subject to specified loan limits, repayment periods and eligibility requirements.
These figures relate to the published financing framework and should not be interpreted as confirmation of revised Phase 2 subsidy amounts.
How to Register for PAVE Phase 2?
When public applications are officially invited, interested applicants should visit the government portal at www.pave.gov.pk, review the current eligibility requirements, provide their CNIC and contact details, select an available vehicle category and follow the application instructions.

What Does PAVE Phase 2 Mean for EV Charging Infrastructure?
As Pakistan encourages greater electric vehicle adoption, dependable charging access will become increasingly important.
Electric motorcycles may primarily use dedicated or compatible low-power charging arrangements, while electric cars, commercial fleets and other compatible vehicles require different charging solutions.
Expanding EV adoption therefore creates a broader need for appropriate charging equipment, electrical capacity planning, maintenance support and reliable infrastructure across residential, commercial and public locations.
