30% EV Adoption in Pakistan by 2030: New Policy Push

Pakistan has taken a significant step toward sustainable mobility with the announcement of its National Electric Vehicle (NEV) Policy 2025–30, aiming for 30% EV adoption in all new vehicle sales by 2030. The policy, unveiled in Islamabad, is being positioned as a transformative move for the country’s economy, environment, and industrial growth.

A major highlight of the policy is the government’s commitment to accelerating electric mobility through targeted investments. For the fiscal year 2025–26, approximately Rs 9 billion has been allocated to support the adoption of electric two- and three-wheelers. This funding is expected to facilitate the deployment of around 116,000 electric bikes and 3,100 electric rickshaws, making EVs more accessible to the masses.

In parallel, the government is prioritizing infrastructure development to support this transition. Plans are underway to install 40 EV charging stations across major highways, with an estimated spacing of 100 km between stations, ensuring long-distance travel feasibility and reducing range anxiety for EV users.

The environmental implications of this shift are substantial. Pakistan’s transport sector saw a 44% increase in carbon emissions between 2013 and 2018, largely due to heavy reliance on fossil-fuel-powered vehicles. By promoting EV adoption, the government aims to significantly reduce emissions and move toward a cleaner, more sustainable future.

Economically, the policy is expected to drive industrial growth and localization. Currently, over 90% of components for two- and three-wheelers are produced locally, and additional incentives are being introduced to support domestic manufacturers and SMEs. The government also projects savings of 2 billion litres of fuel and up to Rs 800 billion over the next 25 years, reinforcing the long-term financial benefits of electrification.
